Advocacy and Policy

  • The Comprehensive Addiction and Recovery Act (CARA) was signed into law on July 22, 2016.  CARA is design to expand prevention and education efforts through enhanced grant programs and also promote treatment and recovery.  CADCA summarizes the provisions of CARA here. 
  • According to the All Plan Letter 14-004 issued by the State of California's Department of Health Care Services (DHCS),  SBIRT services are now covered for adult Medi-Cal beneficiaries (ages 18 and older) in effort to screen for and address alcohol misuse. The SBIRT benefit went into effect on January 1, 2014.
